About Joseph M. Hallahan
Founder & Principal Attorney
Joseph M. Hallahan is the founder and principal attorney of Hallahan Law, LLC. He advises clients throughout the Commonwealth of the Northern Mariana Islands on business and commercial matters, land and lease transactions, trusts and estates, government and regulatory matters, appeals, and selected civil matters.
Before founding Hallahan Law, his public-service experience spanned over ten years in the executive, legislative, and judicial branches of the CNMI government. He began his legal career as a law clerk to the Honorable John A. Manglona of the CNMI Supreme Court and later served as Legal Counsel to the CNMI House of Representatives during the 23rd and 24th Northern Marianas Commonwealth Legislatures.
Mr. Hallahan also served as Staff Attorney for the Commonwealth Ports Authority and previously worked in the Civil Division of the Office of the Attorney General. His work included legislation and regulation, government procurement, commercial leases, federal compliance, contract drafting and review, and administrative disputes.
He brings that experience to helping clients assess legal risks, structure important transactions, resolve disputes, and make informed decisions.
